Water and Sewer Utilities

The City of Springfield provides utility service for water, sewer and stormwater to residents and businesses inside the city limits. Groundwater is pumped from the underground aquifer to the Water Treatment Plant at Eagle City Road, where it undergoes several treatment processes to exceed standards set by the EPA. 

The City’s sewer collection system is made up of over 229 miles of underground pipes. Sewage generated by Springfield citizens, businesses, and industries is collected throughout the system and treated at the Wastewater Treatment Plant located at 965 Dayton Avenue.

Stormwater is rainwater or snow melt that runs off hard surfaces called impervious areas – roofs, parking lots, sidewalks, etc. Urban areas like Springfield have high amounts of impervious area and as a result greater stormwater runoff than less developed areas. The Federal Clean Water Act requires Springfield to put new programs and regulations in place to improve the quality of stormwater runoff. The programs include public education and participation, regulation of construction site runoff, post-construction stormwater management on new development, illicit discharge detection and elimination, and pollution prevention in municipal operations.

Backwater Prevention Assistance Program

If a residential property owner’s basement floods during rain events, an application may be submitted to the Utilities Maintenance Division to request consideration to participate in a program to eliminate basement flooding caused by surcharging of the City’s collection system.

This U.S. Environmental Protection Agency video is produced by EPA Region 4 to describe why it is important and how to sample for lead and copper in drinking water.

Lead Service Line Replacement Assistance Program

This program involves the City paying up to fifty percent of the project costs with a maximum of $1,500 per residential property to replace private lead service lines and defray the costs to customers.

Septic System Elimination Assistance Program

The Septic System Elimination Program is designed for residential within the City’s corporate boundary that still have a private septic system that wants to connect to City sewer and/or must hook into the City’s public sewer due to failure of said system.

Sewer Lateral Repair Program

The property owner is responsible for the sanitary lateral from the house to the connection at the City sewer main.

Water Service Separation Assistance Program

The Water Service Separation Assistance Program involves the City paying up to $2,000 for plumbing changes that will effectively eliminate an instance of a common or shared water service. The desired goal is to provide you a water service for your sole use and minimize, to the extent possible, unforeseen disruptions in this service.
