What documents will I need?
For most applications, you will need proof of ownership, an owner’s affidavit, and site plans. Please be prepared to use them as you apply. A sample owner’s affidavit can be found here, but it will need to be notarized. Notaries can be found at City Hall and elsewhere.
How do I pay?
You can pay using Point&Pay after completing your Cityworks application. You will need the case number assigned by Cityworks to pay this way. You can also pay via cash, check, or card at City Hall.
What options do I click?
- Under “Board of Zoning Appeals”, you can apply for variances, conditional use permits, floodplain appeals, landmarks appeals, and appeals from administrative decisions.
- Under “City Planning Board”, you can access rezoning, subdivision cases, and right of way vacations (ROW Vacations).
- Under “Landmark Commission”, you can apply for Springfield Historic Landmark Commission.
- Under “Permits”, you can find parking lot permits, floodplain development permit, lot splits, home occupation permits, and zoning certification. Zoning certifications can be used for limited use approval and alternative compliance.
How do I find my zoning district?
Use this link and type in your address into the search bar of the map.
How do I find “Section of SCO”?
That’s the section of zoning code you are referencing in your request. Use this link to go to the zoning code. Use the search bar to find the topic you are interested in, such as “fencing” or “use table”. The SCO should look similar to “1120.04 (a) (2)”.
