The Office of the Law Director provides legal support in all areas of municipal operations for the City of Springfield, serving as the chief legal counsel and advisor to City Commission and members of the City’s administrative staff. The Office of the Law Director provides timely, practical and ethical legal advice on a wide range of issues. We help solve problems and enhance decision-making by advising on the legal implications of decisions and actions under applicable law, regulations, and policies.

Is is the policy of the City of Springfield to ensure that all non-exempt Public Records are promptly and reasonably made available, upon request, for inspection or copying to any person at all reasonable times during regular business hours.

Note to Requestor: Your request is not required to be in writing, nor is it required that your name or intended use of the requested records be disclosed. However, if you do NOT provide any contact information, we will be unable to complete your request. Also, please be aware limited information delays our ability to respond. Details you identify in your record's request will enable staff to research and return the most accurate and correct information.

To Submit a Damage Claim

Find the relevant City of Springfield claim form below. Please complete the form and submit with all requested supporting documentation noted on the form to the Law Department located at 76 E. High Street, Springfield, Ohio 45502 or email at law@springfieldohio.gov

It is important to note that the City of Springfield will not open a claim, and an investigation will not occur, until a completed claim form including all supporting documentation is received.

If a portion of the form does not apply to your situation, please write "Not Applicable" or "N/A." All details, dates, times and locations provided must be accurate. Failure to accurately describe, provide details or locations and times may be grounds for claim denial.

Generally, the City of Springfield is not liable for damages in a civil action for injury, death, or loss to a person or property allegedly caused by any act or omission of the City or its employees. There are some exceptions, which include: The City may be liable for (1) the negligent operation of a motor vehicle, unless police, Fire Rescue or EMS are responding to an emergency; (2) the negligent performance of proprietary functions; (3) the negligent failure to keep public roads in repair and negligent failure to remove obstruction; (4) the negligence of its employees within or on the grounds of and due to physical defects within or on the grounds of building; or (5) when the Ohio Revised Code imposes liability. You must file a claim with your insurance company first. The Ohio Revised Code limits the amount of money a city may pay. The amount of money you received, or should receive even if you haven't yet, will be deducted from the amount owed to you by the City. The City would then be responsible for such items as your deductible.

Ohio Revised Code Section 2744.05 states that no insurer or other person is entitled to bring an action under a subrogation provision of insurance or other contract against a political subdivision with respect to those benefits.
