Planning & Zoning Division
The Planning and Zoning Division provides the framework that guides how Springfield grows and develops over time. By supporting both long-term visioning and near-term planning efforts, the division helps ensure land use decisions align with community goals, neighborhood character, and infrastructure capacity.
Planning and Zoning plays a strategic role in shaping development patterns that balance growth, preservation, and investment across the city. Working alongside City leadership and internal partners, the division helps identify areas of opportunity for reinvestment and future development, particularly in Engaged Neighborhoods and other legacy areas, while maintaining a regulatory structure that is responsive to changing community needs.
The City is no longer accepting paper applications for Zoning or Building Regulation permits. All applications must be submitted through CityWorks. Please visit the CityWorks portal to create an account and submit your application online.
